Emerging Leader Program for Experienced Leaders

The Emerging Leader Program (ELP) for Experienced Leaders is a six-month program for mid-career and senior laboratory professionals to refine their impact with advanced leadership skills and cultivate vibrant social and professional networks. Together, we tackle the ever-evolving challenges and opportunities within public health laboratories.

Program Expectations

Program expectations are agreed upon during the selection process when a selected applicant and their references (supervisor and/or laboratory director) sign the selection letter and return it to APHL.

Participants are expected to:

  • Be accessible and responsive via email for the duration of the program
  • Commit to the ELP for Experienced Leaders and its participants for the full duration of the program (6 months) 
  • Complete periodic surveys to provide APHL and CDC with relevant information about the program and the individual experiences to help make continuous quality improvements to Leadership Development Programs

  • June: Selection Launch
  • August: Selection Closes
  • August – September: Review Submissions and Selection Process
  • October: Announcements Regarding Selection of Incoming Cohort
  • November: First Virtual Session
  • December – March: Virtual Sessions
  • April: Graduation

Eligibility Criteria

To be eligible for ELP, you must meet the general eligibility criteria, in addition to the program-specific criteria:

  • Must be a US citizen, US national or lawful permanent resident
  • Must be currently employed full-time by an APHL Member Laboratory located in the United States or its territories, the US Centers for Disease Control and Prevention (CDC), US Environmental Protection Agency (EPA), US Food and Drug Administration (FDA) or the Public Health Agency of Canada
  • Have at least five years of experience leading staff or projects 
  • Currently hold a role as an experienced or senior leader in your laboratory
  • Be supported by a direct supervisor and a laboratory director  
  • Applicants should already possess foundational leadership skills and hold a role with significant responsibility for people, projects or programs. Completion of prior formal leadership development may indicate readiness, though it is not required; applicants can also demonstrate experience through leading teams, initiatives or strategic work.

    Selection Process

    CDC, EPA, FDA and the Public Health Agency of Canada maintain their own ELP application and selection process. If you belong to one of these entities and are interested in participating in the Emerging Leader Program, please contact your supervisor directly instead of applying through APHL.


    Although ELP does not currently accept international applicants, APHL collaborates with countries worldwide to build robust and resilient national laboratory systems.
